ANALISIS BERBASIS MODEL FUZZY AHP - GIS UNTUK KESESUAIAN LOKASI PEMBANGKIT LISTRIK TENAGA BAYU DI PROVINSI SULAWESI SELATAN

Abstract
Indonesia has substantial wind-energy potential, but selecting suitable Wind Power Plant (PLTB) sites requires a multi-criteria approach so that technical and spatial requirements can be satisfied simultaneously. This study aims to prioritize site-selection criteria and map PLTB suitability in South Sulawesi Province using a Multi-Criteria Decision Analysis (MCDA) framework that integrates the Fuzzy Analytic Hierarchy Process (Fuzzy-AHP) and Geographic Information System (GIS). Seven criteria were evaluated: wind speed, elevation, slope, land cover, distance to road networks, distance to electricity transmission lines, and distance to settlements. Criterion weighting was performed using Buckley’s Fuzzy Geometric Mean through pairwise-comparison conversion into Triangular Fuzzy Numbers (TFN), fuzzy geometric mean calculation, Center of Area defuzzification, and weight normalization. The results show that wind speed is the most influential criterion with a weight of 42%, followed by distance to electricity transmission lines at 18% and slope at 12%. A Consistency Ratio (CR) of 0.0386 indicates that the pairwise judgments are consistent. The weighted overlay of the 4,421,739.17-ha study area produced Very Suitable, Suitable, Less Suitable, and Not Suitable classes covering 14.495.18 ha (0.33%), 517.252.09 ha (11,70%), 998.362,06 ha (22,58%), and 2.891.629,84 ha (65,40%), respectively. Cross-validation against the existing Sidrap and Tolo wind power plants placed both sites within the Very Suitable to Suitable range. The resulting suitability map can serve as preliminary spatial decision-support information for identifying candidate areas for future PLTB development in South Sulawesi.
